RIOTS IN THE RUHR.
HUNGER BLOCKADE BY FRANCE

The Berlin correspondent of the Daily Chronicle reports that there has been considerable rioting and plundering in the Ruhr, mainly in the Essen region, owing to the miners and their families starving. One reason is, that the French are seizing vast quantities of marks destined to pay wages. That the French policy amounts to a hunger blockade, and even worse, is the attitude of the Mineowners’ Association in opposing the miners’ demands for reasonable pay. Essen miners voted on a syndicalist proposal for resumption of work under the French, and 20,000, or 70 per cent, of the miners favoured the proposals. The Government is takingsteps to stop the riot by bringing the masters to their senses, and providing funds to tide them over the difficult ’ period.
