DIFFICULTY OF POLITICAL
SITUATION
USED TO EMBARRASS ALLIES.
POLICY OF PASSIVE RESISTANCE,
LONDON, February 10. Unexpected differences at Weimar between the Democrats, tlie Centre Party, and the Majority Socialists have sharply changed the political situation. It is now uncertain whether zx coalition is possible. Even if successfully formed the Allies will be faced witli a sinister position, owing to the leaders growing inclination to disclaim respousibilitv if the peace_ terms are considered unjust. Hcrr Isoske thinks that if the terms are enforced it will result in the fall of the Government or another war. The leaders do not think the Allied armies can be kept together in sufficient strength to overcome.Germany's passive resistance- As a sort of corollarv, it is deliberately suggested that with the fall of the temporary Government those in authority would not attempt to combat the resultant Bolshevism, and so the Allies will be faced with a completely Bolshevik Germany. In short, the German negotiations threaten to hold Bolshevism at the Allies' head as a big pistol, paving the way for a big campaign. The authorities are organising passive resistance to the peace terms', demanding the immediate return of prisoners, circulating stories of want of discipline and mutiny amongst the Allied troops, and tnking every possible step to inflame public against the Allies. Berlin and other cities are plastered with placards to this end.

WEIMAR. Feb. 10
Officials of the German Government intimate that they will refuse to sign the treaty if the peace terms are harsh, and will surrender the Government to the Spartacists, in order to produce chaotic conditions. The Allies will therefore be unable to collect indemnities.
