REMOVING THE CHAOS. ACTION BY GUARD REGIMENTS. BERNE, Dec. 21. The Guard regiments at Berlin have proclaimed that they no longer recognise the authority of the Workmen and Soldiers' Councils. It is predicted that this will radically improve the chaotic situation in Germany.
