COUNCIL APPOINTMENTS.
PREMIER EXPLAINS IIIS ELANS. GOVERNMENT AND THE LABOURITES. [BY TELEGRAPH. —rB.I-.SS ASSOCIATION.] Wellngton, Tuesday. The term of the Hon- R. A. Loughnan'a aDpointment to t'aa Leigslative Council expires to-morrow, and a reporter inquired of the Prime Minister if the list to be reappointed by sho Government.
Mr Massey's answer wag that nothing will be done in the matter of Council appointments until the meeting of Parliament. "Then the Government intends to make appointments?" queried the reporter. "Yes," said Mr Massey, "soma appointments will be necessary to give us a majority for our Council Reform Bill.''
A Councillor who ceases to hold office in July is the Hon. J. Rigg. one of the Labour group in the Upper House. The Government early this year singled out for special mention two Labourites who retired with several others. The Labourites alone were appointed. It happens that Mr Rigg is a Labourite, too. He has been -chosen to preside at the unity conferences held under Federation of Labour auspices. Will he be treated similarly? His vote would not help the Government, but for that matter the votes of Messrs Paul and Barr, who have been reappointed, also went against the measure as it now stands. f
