PROVISIONAL GOVERNMENT.

The termß of the Ulster antUtlome Rule campaign, which have been drafted provide that when Home Rule comes into operation in Ireland, a ;
provisional Government will be etasbliahed in Ulster.
The provisional Government will meet any attempt* to enforce the Irish Parialment's authority passively if possible, and actively if necessary, and will hold the country until the return of a Unionist Government, which, it iB understood, will amend the Home Rule Act by the ommisbion of Ulster.
