NOVEL LOAN SCHEME.

A novel suggestion for assisting Civil Servants to get their own homes, and generally assist them in the battle of life, was made in the Legislative Council by the Hon. J. E. Jenkinson last week, when speaking on the Local Authorities' Superannuation Bill. He said there was a suggestion he had in his mind—it might at first sight appear revolutionary. The great difficulty of many Civil Servants was to get a house of their own. Men of between 25 and 30 years of age had consideable difficulties in this respect. What he suggested was this —that after a Civil Servant had contribut d to a superannuation fund for a certain number of years should be allowed to borrow a portion of the moii-y he had paid in. The Hon. Mr Bell, Minister of Internal Affairs: Where is the security? The Hon. J. T. Paul: He is simply making a suggestion. The security would be the home of course. The Hon. Mr Jenkinson said that the security would be the man's position and his home.

The Minister interjected that there would be no benefit in providnig a superannuation fund if a contributor could spend it. MrJ enkinson retorted that a contributor at the present time paid his contributions to the Public Trustee, who lent the money out to others. In conclusion Mr Jenkinson said that he had given a considerable amount of thought to the subject, and he was certain there was some merit in what he had suggested. The matter was at all events well worth consideration.
