FRENCH PLAN ) SOME IMPORTANT PROPOSALS (Doited Press Assn—By Eleetrie Telegraph—Copyright.) PARIS, October 27. The establishment of International aerial police, International control of police forces, are among the proposals and suppression of pseudo military military budgets, manufacture of arms believed to be included in the French disarmament plan which, if adopted by the Disarmament Conference on November 3rd, will result probably in at least a twenty per cent reduction in the French military estimates. This forecast is based on a report on the disarmament plan adopted at a meeting of the Committee of the Radical Party in reference to arms equality. The report says: Germany’s renouncement of all intentions to rearm would take a normal place in the European and International framework. Equality of rights is logically related to equality of security and renunciation of internal guarantees. Security must be accompanied by international guarantees. The plan (fivisages a consultative pact with the United States. The report is particularly severe on organisations constituting armies under the pretext of being political police though it admits it may be necessary to combine the regular army and the militia.
