GERMANY WANTS TARIFF WITHDRAWN Berlin Dec 19 Although sympathising with the Ger. man claim for a discussion on the new British Customs duties, Britain has informed Germany that at present she does not see her way to negotiate on the matter with Germany, as any withdrawal of the duties is impossible. The German reply maintains that Germany is entitled to a free hand in subsequent measures. WAR DEBT MORATORIUM Washington Dec 18 The Hoover war debt moratorium was approved by the U. S. House by three hundred and seventeen votes to one hundred. The measure now goes o the Senate for the completion of ratification. An amendment has been included in the measure by the House, placing it on record that the House is opposed either to the cancellation or reduction of Europe's war debt to the United States. The Administration has proposed the revision of war debts as a measure separate from the moratorium.
