SHANG SUEH LIANG’S \ DECISION J GENERAL RE-ORGANISATION ' (United Press Assn —By Electric Telegraph—Copyright.) LONDON, December 17. (Rec 7 p.m., December 17.) Tbe Times’ Peking correspondent states: Re-organisation is interpreted as tbe meaning that Changh Seuh Liang has definitely cut loose from Manchuria. It is announced that after a conference with Manchurian leaders here, mander-in-Chief of the Manchurian forces in favour of Chang Tsoh Siang, Governor of Kirin Province and appointed to he Nanking Military Commissioner for North China. It is expected that Changh Seuh Liang will now consolidate his position here with the aid of a political council including representatives of the various military factions, prominent bankers, politicians and educators.
