It is announced that after a conference with Manchurian leaders here, mander-in-Chief of the Manchurian forces in favour of Chang Tsoh Siang, Governor of Kirin Province and appointed to he Nanking Military Commissioner for North China. It is expected that Changh Seuh Liang will now consolidate his position here with the aid of a political council including representatives of the various military factions, prominent bankers, politicians and educators.
