The upper Rhine lias risen peven feet in twelve hours as the result of a hundred hours’ torrential rains. Rivers and lakes in southern Germany are flooded. Thousands of acres of land are under water. The inhliaitants fear that they will be compelled to leave the villages, especially the Black Forest, where the streams are higher than during the great floods of Isß2 and 1896.
