The Bill it was explained, contained a new clause which proposed the giving to a r c.ngclub che right tp the totalisator in sub-, stitution for any racing day lost owing to the grounds being occu pied for militety purposes, wiihs proviso that the substituted day need not necessarily be in the next succeeding year. The leader of the Council said he h d explicitely instru ted the law draftsman to take cafe that existing rights were not infringed and the aggregate number -of permits to which a club was entitled was not to be exceeded. The Bill as amended was reported, and read the first time, and passed on a division.by 10 to

the Coal Mines Amendment Bill was reported without amend.ment and passed its final stages. The Council rose at 12.30 p.m. and will meet on Monday at 8 p.m. ;
