In tbe House of Commoos to»day, after two days debat^, the motion introduced by Parnell, censuring tbe Government for the manner the Irish Coercion Act, lias been administered was rejected by a considerable majority. In the course of debate, Forster, Irish Secretary, and Mr Gladstone, definitely stated their refusal to agree to the demands of Mr Parnell, that " suspected " persons who were now in custody in. Ireland-be immediately released. : ; . In the House of Commons last night tbe question put to the Under-Secretary of State for foreign affairs, with tbe object of ascertaining tbe present position of relations between England and France with reg.ird to their Commercial Trea'y, Dilke announced tbat France declines to agree for furt_er~prolohgal ion of existing Treaties for a further period than three mon'bs. In consequence of refusal, com* munication bad been sent to the French Government, stating tbat England must decline to consent to resumption of negotiations for new Treaty temporarily sus* peuded in June last. It transpired that the French Government sent an official note, but the Governments reply toMhe la tiers communication announcing tbat England declined to reserve negotiations for new commercial treaty, iv consequence of tbe refusal dqe to the fact tbat it is thought proposals to prolong existing treaties contrary to law. France at tbe same time expresses bope tbat it may yet be found possible to oyercome all obstacles which ha*e arisen. Washington, August 19. Bulletin issued tins morning, reports President Garfiefd's health rallying, and bis condition greatly improved.
