The war aev^a which we publish to-day is gathering in bteresfc. The Russian troops have occupied Ismail, a strongly fortified town in Moldavai, on the " f Danube, about forty miles from tbe Black Sea. In 1790 Ismail waa captured from Turkey by the Russians, ■ under General Suwarrow, bat it was restored to Turkey in 1856 by the Treaty of Paris. It would appear from tbisi that the Russians have not yet . crossed the Danube. Tbe Turks are bombarding Galats and Poti Anacria, tbe former being a, Danubian town. From this it seems that military movements so far are confined to the banks of the Danube, and that that will be made the theatre of operations for the first great struggle between the oppos- . ing forces, The announcement that the Porte refuses to recognise German i protection of Russian subjects can scarcely mean, anything, and tbe announcement, standing as it does by itself, appears aomewhafc incomprehensible. The fact that the European powers hav.e. rejected
the Porte's proposal for mediation possibly reaches us as a piece of stale news, which should have preceded the jnews of the first hostile movements of Russia, for it is hard to think that the Porte would sue for further mediation after its haughty rejection of the propo* I sals of the Conference. During the next few days we may expect to hear of the first important engagement.
With reference to the return of the Hospital accounts by tbe General Government, we learn that the County Council haa received a letter from the Colonial Secretary stating that as the support of the Hospital had now passed to the County Council provision would require to be made by that body for tbe maintenance of the institution. Government were willing to remit a grant covering the amount of the accounts forwarded, but such sum would be charged against the next 1 subsidy to the County. The matter will probably be dealt with at the Council meeting to be held tonmorrow. We believe that the Hospital subsidies are four months in arrear, the amount now overdue being somewhere about £150. What with the coat of road maintenance, charitable aid, departmental, and other permanent charges upon the County fund for the current year, added to the liabilities to betaken over upon the dissolution of the Road Board, the County Council may he said to be in something of the position of the proverbial young bear, with all its troubles before it.
