WAITAWHETA SCHEME TERMS AGREED UPON BOROUGH AND COUNTY The terms which shall form the basis of co-operation in the proposed’ joint venture pf the Paeroa Borough Council and the Hauraki Plains County Council relative to the Waitawheta water supply have now been agreed upon by the two local bodies.

A memorandum setting out the conditions was placed before councillors at the December meeting of the Paeroa Borough Council and read as follows :—

“Suggested terms of co-operation with Paeroa Borough Council to divert supply from the Waitawheta river by a headworks at Kennedy’s intake and thence convey it in a supply main of 18 inches clear diameter to a point opposite the Paeroa Post Office. Co-operation shall be on the following conditions:— (1) The parties to be equal partners in the waterworks contributing equally to the cost of their con- • struction and to the subsequent expense of their supervision, maintenance and repair.

(2) Each party jshall have an equal share in the water supply of which the maximum shall be the continuous unrestricted rate of flow of which the 18 inch supply main is capable under a running (working) pressure of 851 b. to the square inch at the borough council chambers and each party shall regulate its half share consumpv tion within the half maximum so defined. (3) Should either party at any time draw off in excess of its quota as rated in clause (2) such offence shall automatically authorise the party whose share is being encroached on to maintain such share by means without prejudice to any claim for expenses, loss or damage against ,» the offender.

(4) In order to determine the capacity of the 18 inch supply main there shall be installed therewith as the work proceeds, a calibrated, approved pressure gauge opposite, the borough chambers and a calibrated approved full size Venturi recording meter at a point up stream of any draw-off from the main. The pressure gauge shall be checked by* its recordings of the static head at various, levels v of the supply main And the meter shall be cheeked by mechanical means, such as pump or nozzles, and also‘by calculation using the scobic formula With a constant Cs equals 0.360. From the above data shall be deduced the maximum rate of fl6w in the supplymain to fulfil the .conditions of clauses 2 and above. * (5) The termination* of the 18 inch supply main shall be the end of the waterworks in common and thenceforward each party shall take supply therefrom by 1 an-ki-dependlent private pipeline and such termination shall be so ar- ' ranged that each party may connect thereto in a convenient manner and in accordance with the best waterworks practice. The county council in laying this pipeline shall comply with all borough by-laws, arrange for a minimum inconvenience to the borough traffic, make full provision against accidents and reinstate all surfaces and pavings to the satisfaction of the borough council which shall facilitate the work by allowing its procedure by the most direct route, following the borough roads and streets.

The county council shall instal on its pipeline a calibrated approved full size Venturi meter so situated as toaccurately record the quantity being drawn off from the* 18 inch supply main. The correctness of the recordings of such meter shall be proved by mechanical tests similar to those tobe used in testing the meter as described in clause 4 above.
