HARRISON FREEMAN MATTHEWS now U.S. Deputy Under Secretary of State, has had a distinguished career in the U.S. Foreign Service, covering a period of 26 years. He was a civil affairs officer on the staff of General Dwight D. Eisenhower, commander-in-Chief of Allied Forces in Europe, at the time of the North African campaign of World War 11. He later served as an advisor at several of the wartime conferences between the heads of the United Kingdom, the U.S., and the Soviet Union and at postwar meetings of the Council of Foreign Ministers.
