It has been decided that the* suspension should 1 operate for one month only. “In resuming the operation of the v scheme as from the Ist October, 1931, the Unemployment Board has decided that, the labour engaged/ under Scheme No. 4A must be for developmental work only, and the labour must, in every case, be additional to that which would otherwise be employed. Seasonal work, i.e., milking, share-milking, haymaking, harvesting, fruit picking, potato digging, or that pertaining to’the lambing or shearing seasons, etc., , for which labour has usually been employed, should not be subsidised. , / “While every effort should be made ■by local committees and certifying officers to induce, farmers to undertake developmental work under the scheme, applications for nominated men should only be accepted at the discretion of the committee. To enable as many men as possible, who /Would otherwise remain in the towns 'and obtain relief under the No. 5 'Scheme, to be placed under Schemes No. 4A, committees should submit one or more names to the farmer for approval. ‘Without incurring expense, committees should, wherever possible, inyoke the assistance and advice of field inspectors of the Lands and Survey ? Department, Police Officers, Dairy Inspectors and ’ Other Government officers, whose duties bring them in .close touch with farmers, so that committees may definitely satisfy themselves that the work proposed and undertaken under the scheme is purely developmental, and the labour additional. In any case coming under notice where these requirements are not bein£ - strictly adhered to, tne'contract should be terminated immediately. . . “The subsidy payable by the /Unemployment Board on resumption of the scheme will be similar to that operating since May last, viz.: Single men .. 10/- per week ■ Married men .. 20/- per week “The term of engagement must not be less than four weeks, or mor? than 26 weeks. The amount of the subsidy may be altered at any time during’that period by direction of the Unemployment Board. ' “Applications may be dealt with from the date of receipt of this circular..
