The council has got into trouble so often over hoardings, faced sc many protests, and fretted itself out of so much sleep in effmts to regulate ugliness rather than get rid of it, that many people have imagined that the revenue from license fees must be too big to sacri-. fice. Nobody, certainly, has been able to rhii k of a better reason, and councilloro have given none.
