A strategic withdiawal of British and Belgian troops in Northern Belgium is still progressing, and is being satisfactorily carried out. Numerous reinforcements are continually disembarking. REFUGEES BOMBED. LONDON, May 18. A German p'lane repeatedly attacked refugees in Ostend harbour. It dropped two bombs which missed a refugee ship. It machine-gunned a thousand refugees on the quayside. Bj'jRLJN, May 18. Referring to Holland, a German High Command communique claims that two thousand Dutch and French prisoners lia\e been taken on the island of Roveland and Schouweii. Part of the Dutch .Navy lias also been captured. ALL AMERICAN PROTEST. PANAMA, May 19. The Panama Foreign Minister, So nor Garay, lias published the joint protest of the American Republicans against the invasion of the Low Countries. It states: “American States consider it an unjustifiable cruel violation by Germany of the neutrality and sovereignty of Belgium, Holland, and Luxembourg. Therefore, American countries resolve to protest against military attacks against tin* three countries mentioned, and. at the same time, make an appeal for the re-establishment of right and justice in relations between peoples.
