BERLIN, March 19. The diplomatic correspondent at the Foreign Office says the Western Powers are disappointed at the meeting between Herr Hitler and II Duce, because it shatters their secret hopes of splitting the authoritarian nations. The meeting is a sign that the axis Powers still have their, hands on the reins,of Europe, and are determined, to lead the way to a new order. '•
