(Received this day at 10.35 a.m.) . , , . MOSCOW, March 18. The heavy industry commissariat Journal reveals a considerable lag in tlie Russian oil programme. The 1920 plan provided for the operation of 2133 new wells, but only sixtv-one were opened in the Baku area in the first f.vo months instead of ninety-seven as planned. There is a similar lag in other regions.
The output of the “Little Baku” area fell sharply in recent months, because onlv thirty per cent of the plan fdr new wells was implemented. The journal declares the 1940 schedule represents the minimum programme. Industrial and military interests demand that the lag in drilling operations be overcome.
