BOROUGH COUNCIL

MONDAY, OCTOBER 16, 1939. The Hokitika Borough Council held the ordinary monthly meeting at 8.10 p,m. Present: —Mr G. A. Ferry (Mayor), Crs. F. Freitas, J. Fox, J. L. Turner, C. Oaliari, D. P Stuart, A. R, Elcoek, and W. H. Stopforth. An apology was made for the absence of Crs. Heinz and Parry. The minutes were confirmed and correspondence outward approved. DEPUTATION. Mr A. H. Lawn waited on the Council in regard to the future of the Swimming Baths. He stated as iar as the present committee of the Swimming datns were concerned they were not taking any further action as regards the management. He stated that ot late years there had been a decided drop in the receipts, and there were not enough finances to carry on. It was unfortunate that of late there had not been the necessary amount of inteiesc shown by the management of the schools, with the result that tile interest had waned and the receipts for night carnivals had failed to prove remunerative. He suggested that the Council should set up a committee, to be assisted by townspeople who took an interest in swimming. The Mayor said it was a difficult position for the Borough to take over the management of the • baths, He thought it would be much better for a committee to manage them. After a general discussion, the Mayor said the Council appreciated what Mr Lawn had done in the past, and his promise of support for the future. After Mr Lawn had withdmwn the Mayor moved that a Committee consisting of Crs Freitas, Turner and Elcock, with Mr Lawn, be set up to draw up a report on a scheme for the carrying on of the baths.— -Seconded by Cr Caliari and carried. INWARD CORRESPONDENCE. From Hon. Sec., Hokitika SwimmingClub, submitting a list of necessary repairs to the Municipal Swimming Baths and asking for Council’s assistance a& the Club have no‘funds in hand.—Received. From Manager, Claude Neon Lights, stating that in regard to the Neon sign for Bryant’s Shoe Store a minimum clearance from the footpath to the lowest part of the sign is 7’ 1” and asking Council will waive the usual clearance of B”.—Received; request declined.

From Commissioner of Transport advising that as a result of the Transport Law Amendment Act. 1939, all taxi cabs are brought under the provisions of the Transport Licensing Act, 1931, and therefore fares will be fixed by the various licensing authorities under the Act. It is considered probable that all taxi cabs plying for the Borough will be required to instal tazi metres and it is desired to know the number of taxi cabs which will be affected.—Received; referred to Town Clerk to supply information.

From N.Z. Refrigerating Co. Ltd., advising that the following quantities of meat were delivered into Hokitika during the month of September, 1939, viz: 118 sheep. 2 pigs.—Received. From District Engineer, Public Works Department, Greymouth, forwarding a copy of Deartmental Standards Specification for culverts. —Received. From Miss Eva Berendt, Davie Street, application for permission to install a septic tank at her residence, Section 194.—Received and approved. From J. H. Wilson stating that it is many years since the Gibson Quay footpath received attention and asking that it now be regravelled.—Received. From Miss E. Knight stating that she has cleaned the footpath in front of her residence in Sale Street and asking for a supply of gravel.— Received, to be supplied. From Allan Stevenson, -Hampden Street, stating that the open drain in Britain Street, between Hampden and Park Streets, overflows, with a result that the surface water banks up on tolas property and the adjourning houses on either side, and asking that the drain be attended to.—Received.

From the Department of Internal Affairs, forwarding: (1) Copy of Patriotic Purposes Emergency Regulations. (2) Declaration •of an approved Patriotic Purpose, under Regulation 28. (3) Exemptions under Clause o of Regulation 3 from the application of the Regulations. And stating that in regard to (2), that it should be specially noted that in the meantime this will be the only Patriotic Purnose for which money or goods may lawfully be collected under the Regulations.—Received. From Minister of Internal Affairs, forwarding three copies of the Emergency Precaution Scheme for the control in any locality of all essential services which have been suspended by a natural disaster or by enemy action. r ! ho scheme is being issued to serve as a guide to local authorities in the preparation of local schemes for that purpose.—Received. The Council resolved that the Borough act in unison with the County Council. From Secretary, Automobile Association, Westland Branch, advising that the Westland Branch of the Association offers to co-operate with the Council in providing transport should any occasion of emergency arise which requires the use of transport. —Received with thanks for the offer of co-opera-tion.

From the Clerk, Westland County Council, stating that the Westland Countv Council has considered the

Emergency Precautions Scheme and submitted an approved copy of the. scheme covering Westland, wlncli has been approved by the County Council. The draft lias been placed before the Minister of Internal Affairs which approved generally of the proposals and thought it would permit of the whole area being adequately covered. If the co-operation of the Hokitika Borough Council is assured the matter should be put before tile people in the representative localities and the necessary preparations made for any emergency like, ly to arise in the district and further that the Westland County Council would then take the necessary steps to invite the co-operation of the various outside bodies referred to in the proposals. such as the Women’s Institute, Red Cross, Hospital Authority and Medical Practitioners. —Received; co»feience of two bodies approved. From A. R. Elcock, solicitor, submitling for consent of Council a plan '-•! the portion of Weld Street, between Revel 1 Street and the sea beach, which it is proposed to diminish the width t< 40.53 links under the authority of Section 175 (4) (e) of the Municipal Corporations Act, 1938. —Received and approved. From H. L. -Jones, stating that he has purchased Section 1674/75 at tinton of Sale Street, adjoining the gravel pit and he asks for about a dozen loads of pit gravel to form the road to the sections so that he can get the timber and material on the section.—Received.

ABATTOIRS REPORT. The Manager of the abattoirs report, ed that- during September there were slaughtered:—l7 cows, .28 heifers, 59 bullocks, 279 sheen, 16 pigs, 1 call. Nothing condemned, Fees tor month. £65/18/- (same month last year £62/8/6). Received. In accordance with the report of the Sanitary Inspector, a resident of Gibson Quay is to be notified to* connect with a statutory drain in accordance with the regulations. The Treasurer reported receipts af £SOBI 19/10, payments £B5l/19 11. credit balance £5Bl/2/10. — Received. REPORTS. Accounts amounting to £1505/16/1 were passed, for payment. FOREMAN’S REPORT. Gravelling was continued on Beale' Street footpath between Hampden and Park Streets, west side, and east side between Hampden and Stafforc Streets. The footpath in Hampdej Street, between Sale and Brittan Streets was gravelled or? the south side. The footpath in Park Street, betweer Jollie and Davie Streets was also gravelled, and the footpath 011 «he soutl side of Cass Square, between Beale,v and Brittan Streets was cleaned am g;avelled. and a portion of Brittaj Street footpath, on tlie west side, between Hampden and Stafford Street? Was gravelled, and gravel put on tin footpath outside Mrs Bennett’s, in Safi Street.

Mr White’s service was repaired, in nort’ Re veil Street, and the lf-inch main i - Tancred Street repaired, also repair to the mam leading into Cass Squar* in Weld Street. The drain from Park Street, runninc from Cailieron’s paddock, was cleaned out to Spencer Street, and a wooder pipe put- on the drain leading into flu [ river, outside Mr Rutland’s on Gib I son Quay. Flood gates were put or 1 Tancred Street drain and FitzherbeU Street drain, leading into the river Nine motor-lorry loads of old moto’ chassis and iron was carted and deposited in the river where the stop bank had slipped down, and is now bo ing protected with slabs from the Tvanieri sawmill. The average depth of water in the reservoir for the month, was 9ft. 9in It also resolved that the Borough arrange for the removal of trade refuse at weekly intervals. The Council resolved :o give required notification to several residents in' egurd to breaches of the night soil regulations. It was resolved that in regard t<> drainage connection in Rollcston Street that the two houses affected lie notified to make connection at. their cwn cost. 'Plie Council rose at 10.30 p.m.
