Mr Chamberlain announced in the Commons he thought it preferable the Repulse did not leave European waters and that Their Majesties travel on the Empress of Australia, which will have an escort of warships. The withdrawal of the warship Repulse was made at the King’s own suggestion. It is reliably stated that five councillors of State are being appointed to act for the King while he is in Canada; They include the Queen, the Duke of Gloucester, Duke of Kent, the Princess Royal and Prince Arthur of Connaught. The Queen is included because the Sovereign’s consort must be a member of the Regency Council.
