A recommendation made. to. members and non-member States, asks them to refrain from supplying military and naval aeroplanes and oil to Japan ; that a commission of neutral observers collect the facts in China in, connect: ion with the use of poison gas, and the bombing of populous cities and civil ans and. watch the situation on ! -the war fronts and report to the League. It .also requests that the League convene a general conference of member and non-member States and the preparing of air warfare convention. .'
AGAINST BOMBING. (Received, this day at 12 noon). GENEVA. September 20. Captain Evan "Wallace, the Financial Secretary- to the Treasury, in Britain, recommended- to the League Assembly the adoption of a resolution outlawing international bombing of civilian populations and ensuring that aerial targets must be legitimate objectives capable- of identification, besides insuring that adjacent civilian populations would not be bombed through carelessness. '
