BOROUGH COUNCIL

MONTHLY MEETING. The monthly meeting of the Hokitika Borough Council was held last evening at 8 Present—Crs A. R. Elcock (Deputy Mayor in the chair), F. Freitas, C. Caliari, J. Fox, G. Heinz, and W. Stopforth. Apologies for absence were received from the Mayor, Crs Michel and Parry. The minutes were confirmed. INWARD CORRESPONDENCE. From N.Z. Refrigerating Co., advising that the following quantities of meat were delivered into Hokitika:— July, 1938, 104 sheep; August, 1938, lhu sheep } 7 pigs.—Received.

From W. J. Butler, estate, Cass Square fund, forwarding interest to the 15/6/38, of £lB/13/o.—Received., From Commissioner of Transport, advising that Air Travel (N.Z.), Ltd., had applied for an amendment to their continuous aircraft service license to provide a second aircraft to be used for the Hokitika-lnchbonnie-Weheka-Haast Okuru service, and asking whether Council had any representations to make.—Received. From Hon. Sec. N.Z. Centennial

; Westland Committee) advising that next meeting of General Committee will be held on 12th October, and that in the interim that their Worships the Ma vors of Hokitika and Greymouth will represent Westland at a meeting delegates to be held at Wellington on the 29th inst.—Received.

From Department of Labour, forwarding particulars of subsidised workers for the eradication and control of noxious weeds.—-Receive^!.

From Employment Bureau, Greymouth. approving of work schedule submitted by this Council under Scheme 13, and stating that subsidy on the following basis had' been allotted:— (a) a special committment of £413 for sewer work ; fb) a special committment of £1,320 for other jobs specified in the schedule.—Deceived. From Commissioner of Transport, (a) in regard to turn-outs and warning devices on the Hokitika bridge; (b) District, Engineer, Public Works, Greymouth. on the same matter; (c) Clerk, Westland County Council, on the same matter. —Received. From A. G. Reid, building contractor, application.for water supply to section boundaries of Government houses to bo erected in Weld Street. —Received ; work to be carried out. From Director of Housing Construction stating:—fl) That in order to provide in Jollie Street for the Council’s drain to connect with the drain which is to service the houses being erected by the Government that it will lie necessary to increase the present 12inch drain to 24-in on account of the lesser gradient, and that if the larger drain is substituted for the 12 inch one that the Council should bear the extra

cost including that of widening and deepening the main drain from Stafford Street to the River. (2) In regard to water reticulation the Department proposes to instal at its own expense a 4-incli main down the new street complete with hydrants and services, and asking for the Council’s quotation for carrying out this work on the Council’s standard construction.—Received. Left in the hands of Town Clerk to report. From W. Gaylor, Borough Inspector tendering his resignation as from 31st October, 1938..—Received and accepted as from 31st January. Mr Gaylor to be granted leave on full pay as from October 31. The appontment of a successor was referred to a committee consisting of the Mayor, Crs Caliari and Fox.

From A. W. Robinson, application for permission to instal septic tank at his new dwelling in Hall Street.—Received ; request granted. From Mrs Eva Steel, application to instal septic tank at new dwelling in Hall Street.—Received; request granted.

From T. W. Barrow man in regard to lease of Municipal Reserve No. 542, granted to him by resolution on May 26th, 1839, stating that lease be granted to his son, Campbell Ward Barrowman of Hokitika, mental attendant, as from the date of the original lease Received..

From Secretary, Returned Soldiers’ Association, nointing out the unsatisfaetory condition of the clay surface on the road entrance at the Cemetery, and stating that one of the members fell heavily on the sliopery surface which necessitated medical attention. —Received; to be attended to. From T. E. Moore, pointing out the unsatisfactory condition of drain along his frontage in Rolleston Street and asking that attention he given.—Received : referred to Works Committee with power to act.

From N. Toomey, drawing attention to the flooding at her property in Fitzberbert Street and suggesting that the drain on the east side of the street be continued to Hampden Street to trap the flood water at that point.— Received; referred for attention to Foreman.

From M. Fitzgerald and others pointing out that the surface water at the corner of Fitzherhyrt, and Tudor Streets is overflowing onto their property.—Received; Works Committee to attend to.

From W. Eggeling and others asking that the water course at Gibson Quay anti Sale Street he piped.—Received; already approved. From Grey Motors Ltd., forwarding particulars of a V 8 Ford truck suitable for the Borough requirements.— Received ; consideration deferred, From Miss Esther Ward, asking that Borough Reserve on the north side of her property on Cemetery Hill be cleared of gorse as there is a serious danger of fire.—Received; referred to Works Committee for immediate at-

REPORTS. The Treasurer reported receipts £2217/18/2, payments £1042/18/2, credit balance £72/16/5. Loan account receipts £6/3/10, credit balance £309/9/5. —Received. Accounts amounting to £1675/1/1 were passed for payment. A separate account of £3/9/7 was also passed. FOREMAN’S REPORT. I beg to report on the following works for the month:—On the first of the month I started with three subsidised men laying nine-inch concrete pipes along the west boundary of Cameron’s paddock for household drainage from residences on the east side of Revell Street, the pipes used were from the Lake water main, using the best of the damaged ones. Junctions were laid at the different sections so as to connect to them, the distance being 7 chains. .On Friday 19, we finished laying the pipes, but left the drain open to drain the water off. I think it would be advisable to leave the drain open, and erect a low fence later

on to protect it from the cattle tramping it in. On Monday, 22nd. we started on Sewell Street drain, at No. 2

chain peg we struck water and silt, consequently the progress is slow as it needs close timbering, but hope to get firmer ground ahead. J., Cutbush started on Gibson Quay stop bank, two subsidised men assisting him, putting silver pino posts six feet apart and planking with rough heart of Himu, the distance being about 17 chains, using 180 posts. W. Cropp has been on general maintenance about town, the following work being carried out:—The first week being occupied in patching pot holes in Revel! and Weld Streets with asphalte and finishing tar scaling the section in Sewell Street between the clock tower and Stafford street with the second coat.

New water services were put in at Mr Steel’s new residence in Hall Street, two were put in at Mrs Cropp and Mrs Haddock’s residences in Sale Street, the service at Mr Lakin’s in Brittan Street was renewed and the service into the Methodist Church repaired. Three days were spent on the footpaths with the horse grader in Weld, Hall, Davie and Sale Streets and growth cleared at the intersections of Sale and Park Streets and Rolleston and Park Streets. Two crossings were put in Rolleston Street; between Park and Hampden Streets. The wooden drain, at the intersection of Weld and Fitzherbert Streets collapsed and this was repaired with planks. 12 loads of gravel were put in Davie Street between the Quay and Weld Street and 23 loads on Sale Street footpath between Hampden and Park Streets and Hall St. footpath on the north side of Park Street, and cleaned and gravelled one and a half chains of footpath on the north end of Revell Street.

The average depth of water in the Reservoir for the month was 10 feet. — Received; the recommendation in regard to the open drain was approved, Mr Cameron to supply the posts.

ABATTOIR REPORT. The abattoir manager reported there were slaughtered during August:—2o cows, 87 bullocks, 22 heifers, 268 sheep, 3 calves and 7 pigs. Condemned: 1 cow. Fees for month £69/3/0, (same month last year £57/3/0). —•Received. Cr Heinz drew attention to the action of rubbish having been deposited in the streets and moved that the Council notify the prohibition by public notice. Seconded by Cr Caliari and carried. . It was resolved that the salary of the librarian be increased to £3/s'o per week as from October 1, and subsidy to library be increased accordingly.
