'[’lie Council granted China’s request for the application of Article Seventeen. The Council telegraphed inviting Japan to accept the League’s jurisdiction in the Chinese-Japauese dispute. The League in default of acceptance. can proceed under the Covenant, applying Article dealing with sanctions.
