BOROUGH COUNCIL

HOKITIKA MEMBERS MEET. Councillors E. L. Park, T. W. Duff, G. Heinz, A. R. Elcock and E. Teichelmann and H. G. F. Coles (Town Cierk) were present at a meeting of the Hokitika Borough Council held last evening at 8 o’clock. His Worship the Mayor (Mr G. A- Perry) presided. Apologies for absence .were received from Crs H. T. Parry and A. Thompson. A DEPUTATION. A small deputation consisting of two members of the Hokitika Harmonica Band, Messrs M. Davidson-and Boye, waited on the Council and requested permission to hold ' another , concert, similar to a recent entertainment held in the Regent Theatre, in aid of the Hokitika Life-Saving Club’s funds. No date had ■ yet ', been fixed but ■ it was hoped to hold the - concert within a month’s time. . After hearing, the deputation the Council agreed to the concert-being held on\the same terms,with which the previous request was met. Commissioner of Transport, advising that is is ,not proposed by the Government that any change will be made.this year in the system hitherto in force for the issue of Motor Drivers’ Licenses Received. Commissioner of Transport,, asking the Council to re-consider its decision in respect of opposing the proposal to remove the speed restriction at the east end of Stafford Street and the north end of Fitzherbert Street, and advancing reasons in supoort.—Received and resolved the Borough adhere to its firm decision restricting speed limit to 30 rn.p.h. Clerk of Awards, citation under the Industrial and Conciliation Arbitration Act in respect of the N.Z. Local Bodies’ Drivers’ dispute.—Received, Mayor and Town Clerk to negotiate if necessary. been confirmed by the Arbitration Court. (The only matter referred to the Court related to under-rate workers. Pierson, application for compensation through damage to motor. —Received, and disclaimed. Director of Housing Construction, submitting 2 scheme plans, H.D. 3/137/82 and S 3 of proposed sub-di-visions of Botanical Gardens and Whitcombe Square for the purposes of State Housing.—Received and plans approved. • Mrs A. Boyd, application under Section 69 of the Rating Act for half rates in respect of Section 972 Jc.llie Street. —Received and accepted, and decided that Clerk inform applicant that if the hiykling were not put in a habitable state of repair action would be taken to secure a demolition order under the Health Act. R, A. Detlaff (Mr A. R. Elcock, Agent), respecting the alleged encroachment of the owner of Sec. 3263 Revell n ml Park Streets, on to Park StreetReceived. Applicant complained on behalf of himself and other, residents that Air R. Cooper had by the erection of a fence encroached upon Park Street to an extent of 10 to 11 feet thus affecting beach access and asked that the Council take immediate action. After consideration of the letter the Council decided that the alleged encroachment was not creating any nuisance to the public uor did it affect public access to the beach by Park Street it being mentioned.that there was about 99 feet of street available as a thoroughfare. In its view: the matter, was of unimportance and it was decided to take no action with regard to same. The Clerk reported, on the recent housing’ Purvey , undertaken| in the Borough. All of the houses, he explained, had not been ,examined, but the Surveying Officer used his discretion as to those' \yjiieh he thought required inspection. .Of a total of 235 which were inspected, 111 were in a satisfactory condition, 97 unsatisfactory but repairable... at a reasonable cost,’ and 27 not repairable. Approximately 50 per cent of those inspected were therefore in good 'condition. Overcrowding only affected 20 houses, in a number of cases overcrowding only being to the extent of one person.. The report was received and adopt-. ed, the Clerk stating that the Department was anxious to get the returns in, and that the Council s approval of his survey would enable him to make progress with the matter. FOREMAN’S REPORT. The Borough Foreman, Mr F. W. Ohesterman. reported the following works carried out during the month : Mr J. Gutbush and myself, with the subsidised workers, continued laying the water mains. During the month, 111 chains were laid. The coming month should complete the work, a» there is under a mile to finish the job Maintenance: Air W. Cropp, with four men, finished laying the 9-mch concrete pipes across the intersection of Sewell and Stafford Sts. } and put in a 6-inch downpipe. The section In Fitznerbert St. between Wekl and Stafford Sts., was tar-sealed, and potholes tilled with asphalt in Hamilton, Weld, Tailored and Revell Sts. A section of footpath in Hall St., going north from Park St. was cleared and gravelled for a distance of two chains. A concrete crossing was put in at Mr Coulson’s in Sewell St., and a water service put in to Air Parry’s in Davie St. The drain in .Weld St. leading from Eastgate’s bakery to Sewell St. wa3 excavated and 150 ft. of 4-inch earthenware pipes laid, and the drain in Davie St. between Gibson’s Quay and Weld St. was cleaned out and levelled, and 40 feet of 6-inch wooden pipes were laid,. The Government grader was used on the following streets: Hampden, Sewell, Weld. Livingstone, and Gibson’s Quay, the sides of Livingstone St. and Gibson’s Quay being cut ■back. Chipping footpaths and cleaning out kerbed channelling was carried out in the following streets: Hampden, between “Hall and Bealey Sts., Fitzherbert between Stafford and Park Sts., and Davie St. near the Westland Brewery. Growth was cleared in' Hampden and Davie Sts. The average depth of water in the reservoir for the month was 7ft. 4in. —Received and adopted. TREASURER’S STATEAIENT. The Treasurer’s report for the month ended March 10, was received and adopted. Receipts totalled £1766 Is lOd, and expenditure £Bl3 12s Bd. Credit balance in bank. £lßl6 16s lid. Waterworks payments amounted to £4Ol 4s 6d, and there was a credit balance in the water supply account of £263 11s 9d. Accounts amounting to £985 6s lid as approved by the Finance Committee were passed for payment, and £660 5s 9d water-supply accounts were also passed for payment.

ABBATOIR’S REPORT. The Aianager of the Abbatoirs reported on stock slaughtered during the month of February, as follows: 43 cows, 56 bullocks, 198 sheep, 175 lambs, 22 heifers, 4 calves, and 7 pigs. One cow was condemned. Fees collected for the month totalled £74 7s, as compared with £7l Is 6d for the same mouth of 1937. The report was received and adopted. Mr R Herring was further appointed on full-time employment as custodian. In response to a request by Air T. Stopforth, AVeld Street, that the footpath for a distance of about 5 chains between Hall and Bealey Streets be raised it was decided that the Council comply with the request. The question of piping was deferred in the meantime. Regarding a request by the Hokitika Fire Board for a building site containing more land with a title covering it, it was reported -that a sub-committee appointed last meeting to go into the matter had found upon investigation that there was a number of legal points involved concerning which there was considerable doubt, and that it recommended the Fire Board be given a definite assurance that a site in Hamilton Street of. 50ft. frontage, and with a depth of 80ft. would be granted for its purpose. The was received, and the subcommittee’s recommendation adopted. It was left to the Town Cle r k and Cr. Heinz to go into the cost of tarrying out repairs to the Town Hall The meeting rose at 9.45 p.m.
