JUDGE BLACK
SECRET OATH TAKEN. United Press Association—By Electrj. Telegraph—Copyright). NEW YORK, September 15. The “New York Times’ ” Washington correspondent says: The problem concerning Black and the Supreme Court has become more complicated than ever owing to the revelation that Black, on August ID last, sec-ret-iv took the oath as an Associate-
Judge of the United States Supreme Court. High legal authorities, therefore, believe that he already is a full-fledged member of the Court, and is entitled to ascend the Bench without further formality, and to participate in all the functions of the Court. It is pointed out that Black’s action in this matter is irregular, but is legal.
