BOROUGH COUNCIL

MONTHLY MEETING.

The Hokitika Borough Council met last evening at the Town Hail at 8 o’clock. Present:—Mr 0. A. Perry (Mayor), Cis G. Heinz, T. W. Dull, it. Park, A. R. Elcock, H. T. Parry, E. Teichehnann and H. L. Michel. An apology was made for the absence oh Cr Thompson. The minutes were confirmed.

Inward Correspondence

From Electoral Boundaries Representation Commission, forwarding copies of plans showing proposed electoral boundaries and notifying that objections will be received up to the 31st. August, 1937.—Received. From the Secretary of the English Speaking Union, Wellington, asking for particulars of the design and the colours on the shield of the Coat-of-Arms of the Westland province.—Received. From Minister of Internal Affairs re Arbor Day celebrations.—Received. From Director, South Island Travel • Association of N.Z., advising tha!t an illustrated book covering travel in the South Island is being issued and asking whether Council will assist.—Received; £2j2j- was voted.

From Westland County Council, forwarding copy of resolution adopted on 13th. July offering the fullest support to the Member for the District in his advocacy for the extension of the railway to South Westland, and that a protest be made to the Government against any alternative scheme for utilising road transport for timber haulage as being definitely uneconomic, seriously dangerous to other road using 'traffic, jeopardising tourist patronage, and being liable to materially depreciate the national return fiom the forests through the high costs of transporting inferior grades of timber which with railway facilities could be delivered to the centres for various utility purposes, and asking for co-operation in the matter. —Received and adopted. From Returned Soldiers’ Asso iation, pointing out that the footpath to the Soldiers’ Memorial Plot at the cemetery is in an unsatisfactory condition and asking the Council to supply five loads of gravel from the dump or the beach and the Association will arrange for the cartage.—Received. From Amos W. Do wed, asking that the footpath at north Stafford street, between Fitzherbert and Bea’ey Streets be attended to as the overflow sui face water from Bealey street is scouring the footpath.—Received; referred to works committee.

From Dr R. F. Aitken asking for. a 100 c.p. light to be installed outside his premises in Brittan street and undertaking to pay the annual cost.—Received.

Er.oni the President, Town Planning Institute of N.Zv; asking stile Council to subscribe; to the Town Planning Bulletin- whii-h has hitherto been supplied free, the annual cost being 10/(3. Received.

From Armstrong and Springhalt Ltd., agents tor the Remington typewriter, Christchurch, advising that the free service to the Council’s typewriter for twelve mouths has now expired and offering to service the machine every quarter at an annual cost of. £2/5/0, payable in advance.—Received. From Secretary, Druids Lodge, Hoki. tika, expressing appreciation for the installation of a water service to the lodge room.—Received. From N.Z. Refrigerating Co. Ltd., advising that the following quant.ties of meat were delivered into Hokitika, vi/s:—June, 1937, 148 sheep, 4 lambs; July, 1937, 135 sheep.—Received. From Secretary, Westland Rugby Sub-Union asking his Worsh'p 5 the Mayor "to declare a half holiday as from noon on Wednesday, 25th. August on the occasion of the football match between the Springboks and the Bul : ler and West Coast team at Greymotith, and intimating that suitable train services will be arranged and special accommodation provided for school children.—Received and agreed to. From A. C. Armstrong, Hon Secretary, Red Cross Society, advising that it.has been decided to form a branch of the Red Cross Society in Hokitika and requesting the Council to nominate a representative for the Committee. — : Received; Cr Park was nominated. From State Advances Office, Wellington, forwarding debenture No 4 duly cancelled for £123 8s 8d for Conversion Joan No. 2 due on June 1, 1937.—Received.

From District Engineer, N.Z, Railways, advising that two 1 passing places could be provided on the Hokitika railway bridge about 40ft long with a total width of 17ft between handrails, to enable ordinary traffic to pass large motor vehicles. The total cost of the work would be about £550. Received ; no action taken. From E. E. Higgins, Hokitika, asking permission to instal a well built street- crossing at bis property in Stafford street.—Received. From Ma nager, Bine Star Taxis, application for oermission to erect a verandah at new premises in Revel! street.—Received and apnroved. From Stewarts and Lloyds Ltd, forwarding works test certificate for Bin mains, and certificate indicates that these mains have been tested to 600ibs to the square inch hydraulic nressure and found perfectly thdit and sound throughunder.—-Received. From R. A. Campbell, Consulting Engineer, Christchurch, forwarding copies of blue prints for pump house and pump arrangements and suggesting j trying two new.6in perforated pipes at the pump and asking authority to obtain quotations for pipes and values and to call for tenders for the pump house.

From Jacob Singer (Wm. Wilson agent), application for consent to sub-division of section 1177 Tudor street.—Received and approved. From W. M. C. Keeclr (Wm. Wilson agent), application for consent to subdivision of section ’1361 Hall street.— Received and approved. ■ From Albert Samuel .Craig asking that his application to surrender Lease 2913 on Municipal Reserve No. 587, Livingstone street, Hokitika, he cancelled and that in lieu thereof the Reserve be transferred to Albert Walter O’Brien of Hokitika, labourer.- — Received and granted. From Manager, Blue Star Taxis, asking that a concrete street crossing 24ft wide be installed at applicant’s new building frontage in Revell street at applicant’s cost.—'Received and approved.

From Commissioner of Crown Lands advising that he has been instructed to negotiate with the Council for the purchase, for housing purposes, of Lot 3,4, 18, 19, 20, 21. 32, 33, 34, 35, 36, Whitcombe Square, and intimating that the Council’s offer to transfer the whole of Whitoombe (Square to the Crown had been considered, but is not acceptable owing to the cost involved, hut it is thought that some of the sections could he. made use of by using existing services. The Commissioner further asks as to the price at which the Council would he prennrod to sell these sections,—Received. The Mavor, Crs Michel and Park were appoint ed a sub-committee to deal with the matter.

From the Health Tnsneetor reporting nuisance caused bv carrying on an offensive trade in the Borough and also recommending 'that the Council require all such premises to be registered under the Health Act. —(Received. REPORTS

, The Treasurer reported receipts oil general account amounting to £714 17s 7s, payments £lOl2 17s 7d, debit balance £lO9l 15s 9d. From manager of the abattoirs, reporting there were slaughtered during July 1:—37 cows, 22 heifers, 78 bullocks, 224 sheep, 5 lambs, 9 pies, 11 calves. Condemned, 1 cow, 3 bullocks. Fees for month, £7O 15s 6. as against £75 14s 6d . for corresponding period last year.—Received.

FOREMAN’S REPORT

Mr Cropp and myself started with seven men to lay the new pipe line from the reservoir. We excavated the old trench and removed the wooden pipes, laying the new pipes in the old trench. A distance of 40 chains were laid, down through the cutting on the Hau Hau hill. In coining round the curves we found it was impossible to lay the pipes without setting bends. We connected up with the wooden pipes, and are ivaiting for | the required bends from Wellington. On the 27th.we started with the reticulation of the town, starting from the south end of Revel] Street. We laid up Gibson’s Quay to Sewell Street, Camp Street from Revell Street to Tailored Street, and Tancred Street to Hamilton Street. While on the reservoir line, Mr Cutbush carried on with the maintenance work, the following work being carried out:— Burst pipes were repaired with bands in Hamilton ' Street, Sewell Street, Fitzherbert Street, and Weld Street. Six chains of Everite pipes were laid in Fitzherbert Street, connecting with. the recently laid Hume concrete lined pipes, reaching to Park Street, and twenty-six feet of Everite pipes laid in Hall Street. Six three-feet concrete pipes were put in at the end of Rolleston Street drain, lending into the river, where the old drain had collapsed. New water services were put in to new buildings in Weld Street to Mr R. Bell’s, and Mr Stopforth’s, and water service repaired at- Mr Whitford’s, racecourse hill. A roadway was cleared and formed in Hoffman Street, running north from Hampden Street-, a distance of 4-J----ehains. The average depth of water in the reservoir for the month was 6fi. 6in.—Received.

The Town Clerk reported that the necessary steps had been taken in connection with the striking of the annnual and special rates, and the necessary resolutions were passed striking the rates for the year totalling Is 8d (Is 6d Borough, 2d harbour) in the £, with a uniform sanitary fee of 18s per pan. Following a report by the Town Clerk that in connection with the enquiry as to the tenure of the reserve where the Fire Station is situated. . that the Westland County Council had asked for an area adjoining the Free Library to be reserved for new County Council offices, and it was resolved, that the. Mayor and Cr. Duff confer with the County authorities on the subject.
