BOROUGH COUNCIL

MONTHLY MEETINC.

A meeting of the Hokitika Borough Council was held at the Town Hall last evening. There were present: Mr CL A. Perry (Mayor), Crs T. W. Duff, E. Park, A. R. Elcock, G. Heinz. Apologies were made lor Crs Parry, Teiehelmann, Michel and Thompson. Further three months ol sick leave wa-s granted to Cr J. King.

Inward Correspondence

From N.Z. Library Assn., forwarding copy of resolution passed by conference in regard to national library system. —Received.

From Royal Humane Society of N.Z.. asking whether Council would give consideration to enable Society to carry on its work as funds are urgently needed.—Received ; £l/1/0 granted. From Commissioner of Crown Lands, asking whether Council has any objection to thu alienation for the purpose of a camping ground for touring motorists of Government reserve 185 Hokitika, formerly held by the Department of Agriculture as a site lor a stock inspector’s residence but which is now crown land and is available lor disposal.—Received. From Canterbury Progress League, Christchurch, extending an invitation to His Worship the Mayor and members of the Hokitika Borough Council to be present at the ceremony ot the unveiling of a memorial to the late Sir Arthur Dudley Dobson at Arthur s Pass on Sunday. 18th instant at 2.30 p.m. —Received and invitation accepted for those able to go. From State Fire and Accident Insurance Office advising that a recent Supreme Court case has directed attention to the liability of local authorities to make good the damage suffered bv members of the public as a result of the negligence of servants and agents of the local authority and furnishing details of their standard public risk policy for Boroughs.—Received and referred to Mayor and Town Clerk, with power to act. From lion the Prime Minister, torwarding particulars in respect of coronation day and coronation week and advising that the Government will arrange to validate any reasonable expenditure incurred by local bodies in connection with the Coronation cclchra- I tions.—Received. A committee aas set lip consisting of the Mayor, ( rs Michel and Dull'.

From Director of Housing Construction. advising that in regard to the housing survey that the Minister is prepared to grant dispensation from the necessity of furnishing particulars s respect of those houses which me definitely known to he above the standards as set out in the housing survey regulations as regards overcrowding and fitness, and asking that the ( ouncil proceed with the survey of the Borough, and further that it will necessary to submit the housing sui vey map as required by Clause 7 oi the Housing Survey Regulations at the time of submitting the housing survey statement, —-Received; 'lown Clerk to make application for dispensation. From Commissioner of Transport, advising that the general policy at present is to refrain from a rigid enforcement of traffic regulations 11 (1) uid that a supply of stickers will he forwarded so that an intensive check can be instituted in the Borough.—Re ■oived.

From Westland County Council, advising that the following resolutions wore adopted at a conicrencc of Local Bodies held on the 22nd of Alarch, 1937, in respect to Local Bodies Amalgamation (1) The absorption of the Westland County Council of functions of Local Bodies within its area, namely: The Westland Electric Power Board, and the inter-Wanganui River Board; together with the Boroughs of Kumarn and Boss.

(2) The absorption of the Hokitika Borough Council of the functions of the Hokitika Fire Board, and possibly the Hokitika, Harbour Board, and asking that the Council consider the foregoing and if possible furnish any comment that may be appropriate not later than the 24th instant. —Received. A conference to be called ol members of Council, Harbour Board and Fire Board to consider the position. From Westland Rugby Sub-Union, applying lor use of Cass Square for football during the coming season on the usual terms.—Received and request granted. From same, stating it was proposed to hold a monster seyen-a-side tournament on Cass Square on Coronation Day, ami asking for use thereof.- —Received; referred to Coronation SubCommittee with power to act.

From Returned Soldiers' Association. Hokitika branch, enclosing license fee, and applying for a- reduction of the amount. — Received.

The Sub-Committee for raising a loan of £IB.OOO, of which arrangements had been completed for the payment of £12.000 to the Borough's credit.— Received and adopted, the necessary formal authorisations in this connections were agreed on. A report on public buildings by Mr Air I). Stevenson, was received ns satisfactory, some small requirements ro be attended to.

REPORTS. The Treasurer reported for the period receipts £540/7/1, payments £Ol4/1(5/8, debit balance £O3l/13/B. Received. Accounts amounting to £6BO/13 -0 were passed for payment. From Alanager of Abattoirs, reporting that during Alarch there were slaughtered 38 cows, 1] heifers, 84 bullocks, 237 sheep, 172 lambs, 15 pigs,

14 calves. Condemned nil. Fees for period £Bl/11/0 (lot same mouth last, year £BO / 4 /0). — R ecei ved.

FOREMAN'S REPORT

I'lie foreman reported on works carried out as follows :

Owing to repairs being carried nut by tin 1 Kanieri Electric Co., on t.’io lake race at the beginning of flic month, the water from the penstock was turned off. requiring the pump to be run for five days, when tin* repair work was completed, and the water turned on again. Four days were spent between the reservoir anct the lake at various times, repairing the pipe line. Four days were spent in levelling the yard at the Town Hall, and clearing and levelling the yard at the gasworks for storing the water pipes on arrival. Four days were spent in drying gravel and making asphalt and repairing Ca.ss Square footpath on the south side. The footpath in Revel! Street on the east side between Stafford and Hampden Street was repaired with asphalt. An eighteen

loot, eight-inch pipe was put in at the crossing loading out ol the gravel pit at the bottom of the cemetery hill, the wooden drain having rotted away and col lapses). The drain leading under tne railway at the intersection of Sale Street and Gibson (,)nnv was cleaned out to as<'('rtain what drainage could lie got between Uolleston and Sale Streets. Growth was cleared off 1 Tall Street footpaths on both sides, between Stafford and Park Streets.

Hands were put on burst pipes hi Stafford Street. Weld t Street. Sale Street. Hampden and Hrittan Streets, also Kitzherhert. Street, and a stoi*. cock put in ;t water service tit North Revel I Street. .Mr .1 Giitbnsh was occupied lour days at the cemetery owing to the sexton being laid np with an injury. The average depth ol wafer in the reservoir for the month was Mft. Gin. Received.
