FRANCE AGREES. LONDON, January 18. The Paris correspondent of “The Times” says the French note to Britain about volunteers confirms the verbal reply of January Ip. ' It recalls the decision to ask Parliament to pass the hill on January 15 and adds: “France thus agrees that the measures, when decided .on, should be applied without, awaiting the establishment of complete control of war material, but if, after a reasonable time, the impossibility of effective control becomes apparent, the Government reserves liberty of action whether to denounce the engagements or so organise, in spite of difficulties, into*national co-operation to ensure effective control.” THE RUSSIAN REPLY.
