WASHINGTON. November 10
Mr. Roosevelt lias appointed Admiral William Leahy to succeed Rear-Admiral W. H. Standlev as chief of naval operations, on the' latter’s retirement on January 1. Admiral Standlev is retiring at bis own request. He is 04 years of age and has completed 45 years’ service. Rear-Admiral Claude Bloch has been elevated to Admiral and will relieve Admiral Lcaliy as commander of the battle force.
