SITUATION EASIER
NON-AGGRESSION PACT LIKELY.

LONDON, November 10.
The Moscow correspondent of the “Daily Telegraph” says foreign observers believe that a non-aggression pact between Russia and Japan and the demilitarisation of the far eastern border are now possible. This optimism follows the conclusion of a fisheries agreement between ■Russia and Japan after two years of difficult negotiations. The agreement give s Japan considerable fishing rights in the Soviet's far eastern waters.
It is believed that Herr Hitler’s recent anti-Soviet speeches have influenced ‘ Russia .to accede to the Japanese demands. It is pointed out that the fisheries agreement has. removed the third serious obstacle to accord between Russia and Japan. The others were the Chinese eastern railway, 'which was sold to Japan last year, and the Sakhalino concession, which was recently extended.
Negotiations are now proceeding to defiine the Soviet-Manchukuo frontier.
