LEGISLATION CRITICISED. LONDON, June 30. -The new South Wales Film Quota Act is absolutely Maehiavillian in its philosophy,” said Mr Beverley'Baxter, formerly editor of the Daily Express, and now publicity director for the Gau-mont-British Company, in presiding today at a luncheon to Commonwealth delegates. “By obliging American ■ distributors to find a quota of Australian films,” said Mr Baxter, ‘‘New South Wales intended to help us, but the regulation has had a boomerang effect, because whereas it applies to distributors it does not apply to exhibitors, and, therefore, gives us no advantage. “We recognise Australia’s claims to the development of her own film industry, in which vve will assist as much as possible, but Australia must realise that it is useless to attempt to produce films for her own market alone. She must design them for distribution throughput the Empire and, therefore, our goodwill is necessary.”
