LONDON, May 3lTn the House of Commons, the Labour members on the final da\ on the report stage of the India Bill, demanded a categorical affirmation ot Dominion status in the preamble. Sir Thomas Jnskip, in reply, pointed out that instructions to the Viceroy laid down as the goal of India’s attainment “her due place among the Dominions. Conditions in India were not quite the same as in other Dominions. Deiexternal affairs could not be provided for in the same way, but, by taking advantage of powers and responsibilities under the Mill, she would attain a due and proper place. The amendment was defeated by 176 votes to 37.
