RUGBY UNION DEPUTATION

;The 'Municipal, Association of. New .Zealand wrote forwarding, a copy of memorandum., by-Counsel to the Association respiting; Clause 27 of the Harbour Amendment -Bill 1932, which . i* sh’prtlyf to be .passed by Parliament, and tpoin'tirfg out that';the rclanse which repeals Section 236 'of the Harbours Act, 1923, wilUprejudice the rights .of such local bodies as discharge drainage into harbours'o.r tidal' waters. The Mayor suggested, the Council should refer the matter to M,r O’Brien, voicing its objection to the clause mentioned,, He, said they would be doing their duty "to, the borough if they pi-o-j tested against , the passing of the act. | There wag- sufficient prolection under the present act to safeguard the position without the adoption of. the 'bill at present before ,the House. ■The Inspector of Health, 'Greymouth, submitted a report of work performed for October, 1933, and reporting two oases -of tuberculosis n the Borough.— Received. The financial statement showed that receipts for the period totalled £396 19s lid, while expenditure amounted to £1270 Os Id; there /being a credit of £342 16s Id. Accounts totalling

£599 8s 2d were passed for payment. The following stock was slaughtered at the municipal abattoirs during October ; —Bullocks 61, heifers 27, cows 12, calves 2, lambs 17, pigs 11, sheep 327. ! No stock was condemned. Receipts for j the month totalled . £66 5s 6d ,as against £59 14s 6d for the corresponding period last year. It was decided that a test be taken of the next production of tar to ascertain whether the Council could improve upon it s present system. It was also I decided that the tarring of the streets be commenced a s soon as possible. 1 DEPUTATIONS. A deputation from the Westland Rugby Sub-Union, consisting of Messrs JVC. Stafford, E. W. Heenan, A. Clit= bush, D. R. Dowell, W. H. Stopforth .and A. H. Lawn waited oil the Council, • Mr Stafford sa{d they desired the Council to meet them in some way in improving the playing area on No 1. ground on Cass Square, which did not even compare favourably with some of the unions grounds in the country. If ft were improved’ it would aid in improving the standard of football.

IMr Heenan said that sand had been laid down, but in wet weather a regular stench ‘ arose from it. If improvements were carried out he was sure that sporting bodies would he grateful. Further the Sub-Union would be assured of getting, more good matches. If the ground were freehold, the New Zealand Union would assist, -but as it. was they were unable to.

Mr Dowell said that' they did not wish to go beyond Cass Square. If they got a big match from which they

received a good gate, the Council itself would benefit. Alter all, the .SubUnion was about the only body ironi which the Council received any revenue. it was understood that the Council would do something jn the way of improvements in return for the revenue it received, but little had been done.

| Cr huit said that they had done ! repair work, but it was a matter of finding out what was the 1 most suiti able.

iur Cutbush said that, by reducing the hign banK behind the southern goal posts the area could be drained considerably. He outlined other means by which the ground could be improved.

Mr Lawn also raised the question of the. number of playing days, but it was considered that it could be deferred until a latter date.

Cr. Duff said that the question of draining might do much to meet the- position. Mr Stafford recommended harrowing and later top-dressing. It was decided that the matter be

referred to the reserves committee to confer with the Sub-Union on the matter.

j Mr* Stephens also waited on the Council in respect to the matter of the hour of closing of billiard saloons, Mr Elcock, who was to move in the matter, asked permission to hold the matter bver till a full meeting of the Council,

The permission wh& granted, Mr Armstrong asked that the drain ftl Park Street, at the back of the Hokitika District High School be given attention, this being consented to. FOREMAN’S REPORT. The foreman (Mr F. W. Chesterman), reported on work during October as follows:

The grading of Tancred footpath was further carried on, and the side of the street filled up with rough metal. Pot holes were repaired with asphalt ill Hamilton, Weld and Revell streets. Drains :■ Livingstone Street drain across Hampden Street o n top of the Racecourse hill. This drain is piped with 3ft concrete pipes, and half timber, which is in a bad condition. This part would requre about fifteen or sixteen pipes in place of the timber. The drain at the corner of Sale Street was repaired. A drain was put across Park 'Street near Davie Street, seven Ift concrete pipes being laid down, and a crossing was put in to Mrs L. Paterson’s in Davie Street.

Water: Two, new pipes were put in the main in Hamilton Street. Water connections were put in at Mr F. j Fane’s North Revell Stret, and the I connection at Mr Pedder’s at the corn- ! er of Weld and Rolleston 'Streets was ; renewed. A pipe in Hampden Street and one in Stafford burst, and were repaired with bands, ' Thirty-four eighteen inch concrete pipes wer made. A number of leaks in'various parts of the town were repaired. The average depth of water in the reservoir for the month was 7ft lOin. UNEMPLOYMENT RELIEF. Drains! The drain leading to north town belt from Tudor Street.to Spencer Street was finished,, east side of Fitzhcrbert 'Street to Ward’s track. Footpaths : Sewell Street .cleaned to Hampden Street and then to Fitzherbert corner. Hall Street . footpath ohnhjwel was finished one side and! partly on the other. A new. footpath was formed along Park Street to 'Selby’s section ‘and will be ready for gravelling! Several footpaths were levelled with gravel. Gravel pit: Gravel was screened and supply maintained, and gravel carted to Tancred Street also corner of- Park agd Davie Streets. , Abattoirs: The drains at the abattoirs were cleaned, also fences repaired, and general work done. Cass square: Several men were at work on the ground, spreading soil on No 2 grouud, and cleaning up in general. Several parts of the fence were repaired. Cemetery: Several workers were employed under the supervision of the sexton, cleaning land and forming, footpaths.
