' In the House of Commons, Sir J. Gllmour moved the second reading of the Metropolitan, Police., Bill, embodying the recommendations ;cabte ar »~ May 11th. He said the most important changes would be the establishment of a police college as a training ground for the higher ranks, and the recruitment of portion of the rank and file for short service.
