GREATER FREEDOM GRANTED. •' OTTAWA, December 30. Greater freedom for inmate’s of Canadian gaols is provided in. new .prison regulations, which are to become effective on Sunday. More freedom in conversation, installation of electric lights m cells and dormitories for the purpose of reading, ■ close cropping of hair on incarceration, tb bo followed by military or short haircuts, and greater use of tobacco, including allowance of cigarette pcriers, are stipulated.
