NEW VAGRANCY ORDINANCE. ' (By Telegraph—Per Tress Association) WELLINGTON, April 30. The “Gazette” to.-night contains a new vagrancy order. It is made under the authority of the Samoa Act, 1921, The order defines a vagrant as follows; “Every person in Samoa (other than a Samoan born in Samoa) who has no lawful means of support, or has insufficient lawful means of support, shall be deemed a vagrant, and shall be liable to imprisonment for six.months.” Disorderly persons are defined as follows : deemed a disorderly person, and liable to imprisonment for one year, who is found armed with any offensive or dangerous weapon, instrument, or thing, unless such person can prove to the satisfaction of the High Court that lie is so armed for a lawful purpose. The Gazette further states: (2) Every such weapon, instrument, or tiling shall by conviction of the offend, er, become forfeited to His Majesty.
