HOKITIKA BOROUGH COUNCIL.

FRIDAY, DECEMBER 13. The Council met at 7.3-0 p.m. Present Messrs D. J. Evans (Deputy Mayor, in the chair) T. W. Duff, A. R. Elcock, E. W. Heenan, A. C. Armstrong, J. King, G. Heinz and Dr. Teichelmann. An apology was made for the absence' of tlie Mayor. The minutes were read and confirmed and outward correspondence approved, Mr Evans eiileiing his protest against a permission granted in the outward correspondence. ■ ! WELCOME HOME. Air Evans extended a, hearty welcome, back to Dr Teichelmann. He was sure members would join with him in expressing the pleasure they all felt in-having him with them again alter the very trying experience he had recently undergone. He was glad indeed to see the worthy Doctor looking so fit and well n.ncl again expressed the pleasure they felt at having him back with them again restored to good health. (Applause). Dr. Teichelmann thanked them for their kind welcome home. He assured them that he was delighted to be back. INWARD CORRESPONDENOE. From New Zealand Refrigerating Company, Christchurch, forwarding amended returns of meat delivered into Hokitika during the months of .September and October, 1930, viz:— 35 sheep, 1 calf, and 1 pig, and advising that the fees for 127 sheep paid to Hokitika should belong to Greymouth, and the adjustment had been made by reduction, of the fees for the foregoing months. —Received. j From the N.Z. Refrigerating Co., advising that the following quantities of meat tie re delivered into Hokitika during the month of November 1930, viz : —Ol sheep and 4 lambs.—Received.

The Secretary, Municipal Association, Wellington. drawing attention to Supreme Court decision Laird v. Diamond and Hart, re Itinerant Traders’ Bylaw, and pointing out that there is no power to make a Bylaw imposing a license fee for part of a. year. (Note' — The Hokitika Bylaw is identical with the Supreme Court’s decision). —Received.

From Secretary, Hokitika Harbour Board, forwarding copy of resolution passed by Harbour Board on the sth. in-st., viz:—“That permission granted the • Borough Council to use the foreshore for a. rubbish dump be terminated on this date, the road closed forthwith, the Borough Council lie

asked to- have the offensive matter covered >up, and the Council be furnished with a copy of the Ratepayers’ petition.—Received. The Chairman moved that the Foreman be instructed to clean the place up at once. Seconded bv Mr Duff and carried.

From District Telegraph Engineer. Christchurch, granting permission for

erection of street name plates on telegraph poles in the Borough on the following conditions:—(l) That nine plates be erected between twelve and fourteen feet above street level. (2) That they do- not in any way prevent access to Department’s wires. (3) That they are removable upon demand, and (4) That this Council accepts all responsibility for any accidents arising as a result of the erection ot the signs.—Received. < From the Manager, Ivanieri Electric Ltd., Hokitika, granting permission to affix street name plates to electric light poles, such plates to he affixed at such a height and position, so not to in any way interfere with the conductors. —R ecei v ed. From Public Works Department inviting the Council to be represented at the function being, given to Mr P. Fitzgerald on his retirement from the service, next evening at Kiimara.— Received. It was resolved that the Deputy Mayor represent the Council.

From the Secretary to the GovernorGeneral notifying that His Excellency Loi'd Bledisloe accompanied by Lady Bledisloe proposed to make a visit to x Hokitika arriving on Saturday January 31st. about 2.30 p.m., when he would be pleased to meet the townspeople and school children if it were possible, leaving on Sunday afternoon or Monday morning.—Received. It was mentioned that it was understood that their Excellencies were then going as far as the Glaciers. After discussion in which it was suggested that a public reception be given at. the railway station on arrival, and that the Vice Regal visitors be entertained at afternoon tea, the evening being then left free and that n vi*it he nigcl.e to Lake Kanieri and Westland Hospital on Sunday afternoon. The matter of drawing .up a programme was referred to the Mover, and Deputy Mayor to make suitable arrangements. REPORTS. T beg to report the following works were carried out during the month. Rolleston Street drain was completed to Park Street, the distance being twenty-four chains, and the necessary connections put in, this work bein” stooped for the present, the returned soldiers’ services were dispensed with. There remains the sumph in Hampden Street to he concreted which can be done later on. Weld Street drain on the south side of Weld Street, between Hall and Brittan Streets was deepened apd piped the distance being; aboiit five chains. The growth was' cut on both sides of Livingstone Street drain and cleaned out. from Gibson’s Quay to beyond Stafford Street.to tlie overflow behind Caliari’s A portion of the drain running through Mr Brooks’ property in Fitzherlmrt Street was abo piped with eighteen nines. A blow out • occurred at Tucker • Flat on. • the Pvd and a bad leak on the hill past Coal Creek on the Lake road, which we repaired. Water connections were nut in tp a new residence in Weld Street and one in Park Street,c anrl tlie water service was renewed at Mr sSweney’s in Rolleston Street, and a ijcw pine put in the main in Hamilton .Street. Crossings were put in at Stonfortli’s in Weld Street and at Gooch’s in Park 'Street. Seventv-ei'dit loads o f rough gravel were nut nut o” *!stafford Street widening, and fourtoeu Rolleston Street filling up a depression. RESERVES COMMITTEE REPORT. T heg to report that the Reserves Committee have made an inspection of the Cemetery and Reserves, and we recommend the following work for approval;— (11 Fence and gate at entrance to the Cemetery to lie painted. (21 Tod rail of post and rail fence for full length of the Cemetery Hill to he painted.
