It is learned that Mr Forbes in Lends to take an early opportunity of publicly declaring that as far as New Zealand is concerned, tlie important * work of the Cbmferonce ended with the British Government’s -refusal to entertain preferential' tariffs. He will express disappointment, but not resentment, at being forced to accept as final, the decision announced .inside and outside the Conference by •Mr Snowden. He will point out that while Mr MacDonald throughout insisted that every means of trade development was open for consideration, no steps were taken to refer to committees the case for preference as made out by the Dominions delegates, though Britain’s alternatives, quotas and hulk purchases, were being daily analysed by Committees. October 23. ‘ New Zealand by reason of the control of Ross Dependency is closely attending the Committee dealing with ’ Antarctic. Hitherto tl#3 discussion centred on the dangers of extermin- [“■•• atihg whales’ by modern methods, 1 whereby whales now are virtually whale process factories.’ Formerly whales had to be taken to port for the handling of oil extraction, but the whole process is now carried out aboard the whaler. Nowwegians own a majority of the whalers, Britain being the only other operator. The Conference Committee is carefully examining the draft of the International whaling convention, drawn, up by the League of Nations, which Britain and Norway are equally anxious to make effective and ratify.

There has been some anticipation that *-•-the United states .might claim- some i portion of the uninhabitable Antarctic No Man’s Land on which Byrd landed, but none is forthcoming.
