HOKITIKA BOROUGH COUNCIL.

FRIDAY, FEBRUARY 14th. The Council, met at 7.35 p.m. Present.: Messrs G. A: Perry (Mayor), J. King, T. R. Elcock, A. C. Armstrong, T. W. Duff, D. J. Evans, E. Heenan, and Dr Teichelmann. Apology was made for the a'bsence of Messrs G. Heinz and J. Turner. The minutes of the- previous meeting' were confirmed. Before proceeding with the business of the meeting, Mr Evans, Deputy . Mayor, tendered the Mayor the sympathy of the fellow members and the community in the bereavement just .experienced. The Mayor acknowledgthe vote of sympathy which was adopted by the members standing in silence. INWARD CORRESPONDENCE. From G. C. Tolhurst and Son, Wellington, intimating that they have money to invest in approved Local Body Debentures. —Reeeived. From Bank of New Zealand, Hokitika, intimating that minimum interest rate on overdraft from the Ist inst. is 7 per cent.—Received and referred to tlio Mayor. From New Zealand Institute of .Town Clerks, intimating that Institute meets at Invercargill on the 4th March next. —Received. Mr Evans favoured the Clerk attending. No action taken.

Front Town Engineer,' Invercargill, intimating that Conference of Municipal Engineers meets' at Invercargill on the sth March next.—Received. ' From Municipal Association of New Zealand, - intimaing that Conference of-delegates will mec,t at Invercargill on. the sth March next, and forwarding copy of Order Paper and President’s Address.—Received. No delegate appointed. From the Secretary, British Empire Cancer Campaign Society, Christchurch, re progress of campaign and objects of the Society.—Received and referred to Hospital Board.

From New Zealand Refrigerating Coy., Christchurch, advising that the following quantities of meat were delivered into Hokitika during the month of December—36 sheep, 12 lambs.—Received.

From the Feilding Borough Council, intimating that the Municipal Association Executive appointed a Committee to enquire and report on Urban Farm Land Rating and asking for questionnaire to be completed. —Received.

' From the Sanitary Inspector, Greymouth, (1) notification of six cases of infectious disease, and intimating action to be taken in regard £o.repairs to two properties, and (2) inspection report for ~dnuary, of infectious disease cases inspections, and asking that open drains be flushed once weekly during the hot weather. —Received and agreed to. ■ From Messrs Park" and Murdoch, application for consent to plan for subdivision, Lot 2, of Reserve 430 A, Hokitika. —Received; fee for consent waived, the .property being that of the Returned Soldiers Association. From J. H. Wilson, asking that footpath in Gibson’s Quay be gravelled where necessary.—Received and referred to Public Works Committee. .From F. B. Lewis, asking that Borough Reserve; adjoining his property, be cleared of balckberry.—Received and referred to the Works Committee for action.

From the Secretary, Hokitika Volunteer Fire Brigade, forwarding annual- report on firo plugs, and. indicating plugs which will require attention.—Received; plugs to bo attended to.

From District Public Trustee, Greymouth, asking that lease of Municipal Reserve 498 bo granted direct to Florence Andrews instead of to the Public Trustee.—Received. From. 1). P. Stuart calling attention .to the overgrown state of Jollie 'Street, which was dangerous in ease of fire.—Received. .

From F. McGregor calling attention to the South African war memorial which required renovation.—Received, estimate of cost to he obtained. From Returned Soldiers’ Association asking permission to hold a sacred concert on An/.ac Night in Princess Theatre in aid of the building fund.—Received, permission granted, also for a charge to be made. From Reefton High Sohool Committee thanking the Council for the use of Cass Square for the picnic, and appreciating the conveniences availabe.—Received.

From Westland Power Ltd., asking leave to take power line through the Public Park area.—Received, the Council had no objection to the proposal. REPORTS. The Treasurer reported receipts £5Ol 16s 2d; payments £BO3 6s 8d; debit balance £7lO 10s 3d.—Received. The Finance Committee recommended the payment of accounts to the amount of £904 11s Id.—-Received and accounts passed for payment. FOREMAN’S REPORT. The upper part of Gibson’s Quay was cleared of growth and the footpath cleaned; growth was also cut in Davie Street between Hampden and Stafford Streets and the drain cleaned out; growth cut in sections of Fitzherbert and Hall Streets. Sections of Weld Street footpath was gravelled and raked and chipped. Drainage pipes were' laid across Hampden Street footpath at Mr Ilagar’s and at Mr Furness’ in Bealey Street. Concrete crossings were laid down at

Mr Michel’s in Wharf Street and at the corner of Gibson’s Quay and Wharf Street. Two and a half chains of water pipes were put in at Mr Kortegast’s factory in Gibson’s Quay, and a water connection at Mr Schroder’s in Sewell Street. New four inch pipes were put in the main, in the Mowing places; Thirty feet in Gibson’s Quay, one renewed in Hall Street and one in Brittan Street. I would suggest that the horse mower be used to cut the grass from the sides of the streets wherever practicable. Mr Cutbush was on annual holidays for a fortnight during the month, the work being carried out by the two casual hands. A number of leaks were repaired during the month. The average dept of water in the reservoir for the month was nine feet. —Received. Mr Armstrong said the Works Committee had decided to start far sealing as soon as the grit was available. Weld Street and Sewell Street would be treated.—Approved. It was resolved to draw the Railway Department’s attention to the railway crossings in Weld and Hampden Streets. The Overseer was asked to report regarding the condition of Upper Jollie Street drain. W. E. Gaylor was appointed a Traffic Inspector under the Motor Regulations. The Overseer reported 13 chains of piping wero required for extending the Sewell Street water supply for fire purposes, cost £153 or £220 according to the pipes used. In Park Street 17 chains were required at a cost of £202 for galvanised pipes, or £306 for wood pipes. It was decided to include tho works in next year’s estimates of public works.

KANIERI LAKE WATER SUPPLY

We have laid and caulked sixty chains of Hume pipes, this is No 2 and No 3. sections, and now we arc engaged on No 1 section from the Hatchery to the river near to the Lake, tliis distance is about 7 chains. When this is completed there remains No 4 section, the distance is 28 chains to the present water main at the road. The top end from the river into the Lake will be the last to complete, as it is necessary to keep the present flow, in case anything happens to the Penstock supply. The wet weather has been greatly against us, in laying and caulking the joints on account of the water, also many bends in the line, which means cutting the pipes to get the angles, and putting in earthenware bonds which will have to lie block concreted. Tho alteration to the Penstock pipes has improved the suppy from this source, and I would suggest to leave this as it is at present, till we have finished with the Hume pipes at the Lake end, and then put a more permanent foundation under this line.-—Received.

The Manager reported 486 head of stock had been slaughtered for the month, of which one cow and two pigs had been condemned. The fees for tho month were £73 14s, corresponding month previous year, £73. Received.

NOTICE OF MOTION

Moved by His Worship the Mayor; “That the resolution passed by the Council on the 8 August, 1929, granting a twenty-one years’ lease of Municipal Reserve No. 498, Hall Street, to the Public Trustee as Administrator in the estate- ol John Andrews, deceased, be rescinded, and that a twenty-one years’ lease of the said reserve be now granted to Florence Andrews, widow, and beneficiary of the late .John Andrews, from the--Ist August, 1929, at a yearly rental of 5 per cent of the tin improved value of the land, plus rates and taxes, and the usual covenants, lease to be granted under tho original powers of leasing and vesting, Gazette No. 41 of the 26th June, 1873, Page 394, and that the Mayor and Cr. King are hereby authorised to execute the lease on behalf of the Comicl.’” Seconded by Mr Elcock and carried. Bv leave Mr Evans, in view of the present financial stringency of the Council funds, withdrew notices of motion standing in bis name. The Council /-rose at 8.45 p.m.
