RELATIONS WITH RUSSIA

BRITAIN TO RESUME. (United I'ress Association.—By Electric 'ieiegrapn.— Copyright.) • LONDON, October 2. Rt-. Hon. Arthur Henderson (Foreign Secretary) lias announced that an agreement lias been reached by him with M. Dovgalevsky. (Russian Ambassador at Paris) as to the procedure to be followed in the resumption of diplomatic relations between •Russia, and Britain, and ailso for the settlement of outstanding questions, as well as an agreement regarding propaganda. The Foreign Minister Referred to the Russian agreement at a dinner at Brighton, wheue, the labour Party Conference is being held. Mr Henderson said tha.t when Parliament met. it would ask for an exchange of ambassadors and a commission would come to London,, representative of tho Russian people and Government. Ho said: “I believe that the ultimate result of the whole thing will,be that the relationship of two great 'peoples will be established, satisfactorily I hope, and on a permanent basis.” }

I ' PRESS CRITICISM. : i LONDON, October 2. "A criticism of the Anglo r ßussian agreement is centred on the fact that, subject to Parliament’s approval, the 'Restoration of full diplomatic relations is to i follow without any of the conditions on which Mr Henderson at 'first i insisted. 5 “It is a surrender to Moscow,” says the “Morning Post,” which points out that the questions of the Russian debts and of propaganda 'are not. to precede 'recognition, hut are to come afterwards. Thus, it says, the only guarantee of a satisfactory settlement is abandoned.

The “Daily Telegraph” says: Mr Henderson has hopelessly blackened the Government’s hitherto creditable diplomatic record. It is probable the nation will shortly rue the, step now being taken, and it is certain that the Government will.”

THE CONSTITUTIONAL CONFERENCE. \ IMPORTANT CHANGES LIKELY. LONDON, October 2. The Dominion Office is hopeful of the. most important results from the Imperial Constitutional Conference (which is to be held on the Bth of October, to consider the matters referred thereto by the 1926 Imperial Conference, including the operation of Colonial Laws Validating Act, which ytas passed preceding the institution of self-Govemment in Canada and Australia, hut which since has been found to be inadequate for - modern conditions, and notably in relation, to modern shipping, which is 'now (the subject of, conflicting laws and regulations within the Empire. It is hoped that these will be assimilated. It is expected that Lord Passfield will (preside. The other delegates for Britain will be Rt. Hon Jowett and Mr Graham. Canada’s delegate will be Rt. Hon. Mr L. Pointe : Australia’s Mr Harrison Moore; New Zealand’s, Sir Jas. Parr; South Africa’s, Doctor Bodenstein, and Mr F. W. Beyers; and the Ir ( ish Free State’s; Messrs McGilligan and Costiga.n. The Conference will sit in camera, but communiquer will be issued periodically. _____
