TOKTO, August 23.
All of the passengers were on board ,of the Graf Zeppelin when the doors of the hangar were ooened at 9.36 o’clock last night, waiting for a decrease in the prevailing wind, which, however, igrew worse until dawn, when it was announced that the departure of the airship would be postponed. v ZEPPELIN LEAVES KOBE. (Received this day at 9.25 a.m.) KOBE, August 23. An improvement in the weather enabled the zeppelin to depart at 3.20 this afternoon. She disappeared northward with a following wind.
