HOKITIKA BOROUGH COUNCIL.

FRIDAY, MAY 10th. The new Council met at 7.30 p.m. '’resent:—Messrs G. A. Perry (Mayor). J. King, A. R. Elcock, T. W. Duff, D. J. Evans, J. L. Turner, G. Heinz, E. W. Heenan, A. C. Armstrong, and Dr Teichelmann. The minutes were confirmed.

The Mayor extended to Mr Turner, a new member, a welcome to the Council table, trusting that his term would a useful one.

APPOINTMENT OF COMMITTEES

The following were appointed Deputy-Mayor—Mr Evans. Chairman of Finance —Dr. Teichelmann, with whole Council as committee.

Public Works—Messrs Armstrong (Chairman), Heinz, Elcock, King,, and Heenan.

Mr Heenan expressed the opinion that - the. Public . Works Committee shouldconsist 1 ; of -’the whole Council. Mr Heinz supported. Mr Evans thought thaff a small" committee was sufficient if the members attended to their duties hut he thought more action should! be taken; in connection with highways expenditure. He suggested that Mr Heenan be added to the four previously - nominated and this was agreed to. Abattoirs—Messrs King (Chairman), Turner and Armstrong.

Reserves—Messrs Evans‘(Chairman), Turner, Heenan and Duff. Library—Messrs Evans (Chairman), Turner, Teichelmann and Duff.

High i School Board—Mr Elcock. To sign cheques—Messrs Armstrong, Heenan, Duff, and Elcock.

PAST SERVICES. M,v Evans moved that vote of appreciation for past services be passed to Mr W. Jeffries. Seconded by Dr Tei- . chelmann and carried. 1 The outward .correspondence was approved. * ! The“ Returning Officer, in reporting the result of the . election, mentioned .that two years ago there were 1409 names on the roll and 827 voted. This year there were 1470 on the roll and 1077 voted. INWARD CORRESPONDENCE. From Under-Secretary. Department of Internal Affairs. Wellington, forwarding copy of fresh regulations providing for appeals under Section 308 and 312, Municipal Corporations Act, 1920.—Received. From Mrs Martha Moore, Revell Street, application for permission to erect a suspension verandah on her shop in Revell Street. Received.. From Park and Murdoch, Hokitika, application for consent to transfer lease of Lot 1, Sub-divison 8. Municipal Endowment Reserve No. 163, from Amos Wall to Sam Warrick Wall.—Received and approved. , . From District Engineer,' Christchurch, intimating that the Government Amendment Act, 1928, comes into force on the Ist June next, and asking that Council proceed as early as possible with the erection of St. Andrew’s Cross signs, which it is required to do by the Amending Act. —Received; referred to Public Works Committee. From Commissioner of Transport, Wellington, asking (1) for statistics of heavy traffic fees, and (2) particulars of service car licenses by this Council to ply within the Borough of Hokitika.— Received; Town Clerk to reply. From Sanitary Inspector, Grey.mouth, notification of five cases of diphtheria, and drawing attention to the necessity for cleaning portions of earth drain in Sale Street and Sewell Street, and also an open drain on private property, and suggesting further that during a period of "dry weather, that the open earth drains in the Borough be flushed once a week.—Received.

i- REPORTS. L. The Treasurer reported receipts £lO/ JLBs.; payments £263 3s 6d; debit balance £SB 5s 4d.—Received. , 'Accounts amounting to £2O/ Is 7d were passed for payment. FOREMAN’S REPORT. I beg to report the following work was carried out during the month. Streets. —Stafford Street was finished with a top dressing of beach gravel between Sale Stret and the East Belt, one hundred and forty-four loads being put on this month. Sewell Street between the Clock Tower and Gibson’s Quay was finished with a coat of tarsealing. The footpath between Park and Hampden Streets on the west side was cleaned of growth. This now requires gravelling with screen gravel. Kerbing was put down in Camp Street and the kerbing in Wharf Street repaired, also kerbing on the lower end 'of Gibson’s Quay was put down, and a trap put in at the corner of Camp and Tnncred Streets. Drains. —A drain was put in at Mr Haussman’s at the corner of Brittan Street and Gibson’s Quny. .Seivell Street caved in three places during the month, which was repaired, also an old wooden drain across the footpath neni Mnndl’s Brewery in Fitzlierbert Street. A dram was cleaned out and half a chain of one-foot concrete pipes laid down. Growth was cut in Livingston Street, a portion off Hampden Street and off Stafford Streets. A gravel crossing was put in Revell Street leading to the sea beach near Mr Yarrall’s, a concrete crossing was

laid down at- Mr Andrew’s, butcher, Revell Street.

Water.—-Two blow-outs took place in the water main, one at the bottom of Ho Ho hill and one in Rolleston Street. These were repaired. A new pipe was put in the mnin on Hamilton Street near Renton’s and a connection was put in at the new brewery on Gibson’s Quay.

. Average depth of water in reservoir for the month—6ft. —Received.

The Manager of the Abattoirs reported for April slaughtered 31 cows, 24 heifers, 61 bullocks, 234 sheep, 43 lambs; 23 calves, 7 pigs. Condemned 2 pigs. Fees for month £72 Is 6d (same period last year £74 14s 6d). — Received.

Mr Fvnns moved that the Council as a whole visit the outskirts of the town at some suitable date to view urgent requirements especially improvements to the footpaths. Seconded by Mr Heenan and carried.

Mr Armstrong (Chairman of Public Works) referred to a number of works requiring attention, recommending that the work of laying Sewell Street drain should lie gone on with; and also that the drain on the east side of Sale Street be filled in and that the drain be laid on the most economical lines.—Received and agreed to. Mr Evans urged that application ho made for a subsidy on permanent works for unemployment, which would prove, of decided advantage to the town. A general discussion followed and ultimately the matter was referred to the Public Works Committee to enquire and report. The Council rose at 8.15 p.m.
