LARGEST BORROWERS.

WASHINGTON, April 16

The Department of Commerce has announced the flotation of foreign securities in the United States ill 1928 aggregated 1487 million dollars, being the greatest in. the year with the exception of 1927, when 1592 millions were floated. The great bulk of 1928 financing, however, was done during the first six months of the year, flotations for that period being two and a half times those of the second half of the year. This slump was due to the disturbed credit situation. Germany with 292 millions, and Canada, with 237 millions, were the largest borrowers in 1928. American foreign investments between 1924 and 1928 totalled 130,000 million dollars.
