The reform of the high costs of Australian ports can only be accomplished bv constant reiteration of the facts, says Engineer George Buchanan, in a letter recalling his recommendation oi H)2o. He adds that exceptionally heavy port and harbour dues and high working costs are unquestionably .important factors in high production costs. Buchanan condemns the principle by which ports do not- possess control of their funds. Ports should be granted constitutions like that of Liverpool. Not only wages, b-ut trade union limitation contribute to the-high charges; also by causing slow despatch. necessitating lengths of quay space, unknown in any other port of the world, with a corresponding-in-crease in the capital cost. I refuse to lielievo that organised labour would lie unreasonable if clearly given the facts, but this apparently has not yet been done.
