PARLIAMENT
(By Telegraph—Press Association). THE COUNCIL WELLINGTON, September 28. The Legislative Council met at 2.30 p.m. yesterday. Leave of absence was granted to Sir Robert Stout on account of illness. The Mental Defectives Bill was read a first time. Land and Income (Annual) Bill was put through all stages and passed without discussion. The report oil the London and New Zealand Bank Bill was agreed to after the amendment that the Bill be referred back to the committee that had considered it had been defeated by 22 t 0,9. The third vending; of the Bill was defer fed. The Cinematograph Films Bill was put through tlie final stages and passed without amendment, Tlie Council rose at 5 p.m. till tomorrow.

In the House olf Representatives the Church of England Empowering .Bill was read the third time and passed. The Companies Amendment Bill, Public Reserves; Domains, and National Parks Rill Motor Vehicles Insurance (third party risks) Rill were read the second time. . ... Idie House then went into- committee on the Public Reserves, Domains, and National Parks Rill, the first clause of which was passed and progress reportod. c The House rose at 12.55 till 2.30.
