A conference between the British Government and the King of the Hedjaz, Sultan Nejd, for the settlement of outstanding questions, lias broken down. Precautions are being taken on tho Iraq frontier. SUBMARINE DISASTER. ROME, August 9, It is officially stated that the ill-fated submarine F 14 carried a crew of 27 officers and men. Some of them were drowned when she sank, but the majority were asphyxiated. It is revealed that when she had been lifted 78 feet from the ocean bed, a message was received from the submarine stating: “Gas is advancing. We are dying.” A naval doctor was the first to enter the submarine, and although he was equipped with gas mask, he lost consciousness, owing to the denseness of the gas, which had to he forced out by strong air currents. Eight men were found in the stern, four in the turret, and the remainder in tho prow. EARL OF OXFORD COMING TO NEW ZEALAND. (Received this day at 8 a.m.) LONDON, Aug. 9. The Earl of Oxford has handed over Wolterton Park estate- to his lieir, a 15-year old cousin, in order that lie may be able to spend a long holiday in New Zealand, which he first visited while in the Navy. Tho Earl lias been in indifferent health and his doctors assure him that ho will greatly benefit in New Zealand. The Earl and Countess sail in Septomlier. OBITUARY. LONDON, Aug. 9. Obituary—Sir Agg Gardner, the oldest Oomuioner. He was found dead in lied at the Carlton Club—Aetat 82. JAPAN AND CHINA. ( TOKYO, August 9. The Government lias published Japan’s reply to the Nanking Government’s note abrogating the SinoJapanese commercial treaty. It refuses to accept the Nanking Government's viewpoint. It urges China to withdraw the abrogation. The note concludes (strongly): “If Nanking persists in the enforcement of its proposed provisional regulations, Japan may be obliged to take such as may be deemed suitable to safeguard rights and interests assured by treaties.” ‘
