The lowest birth rate yet recorded in New Zealand was that of the year ended March 31, 1928, according to the annual report of the DirectorGeneral of Health, tabled in the House of Representatives to-day. The actual rate was 20.29 i>er 1009, which is regarded as unsatisfactory.
