The Federal reserve banks at Riclimdnd, Virginia and New York have ; increased their rediscount rates from four and a half per cent to five per * cent, following a similar increase by a Chicago hank. The increase was unexpected in many quarters, due to the belief that the reserve hoard would believe it unnecessary in the light of recent increases. However the Chicago lead has seemed to start • advances. Boston is expected to foli low suit, for open market rates are believed to be similarly high thcie as they were in New York.

An emergency meeting of the Senate ■was held at which it was expected the Appropriation Bill would pass with the support of clergy representatives, hut the opposition again blocked the measure. Crowds in the Palace Square were excited and the situation looked ugly. The police were strongly reinforced, and had difficulty in keeping the demonstration within bounds. The i delay in passing the bill is swelling the ranks of unemployed and the situation rpffbecoming critical. • GERMANY’S REPLY. WASHINGTON, July 12. The State Department has received Germany’s reply, unqualifiedly accepting the draft renunciation of war treaty. Germany is the first of the fourteen nations invited to adhere to tho treaty. Other answers are expected to follow within a week, making it possible to sign the treaty here early in August. 1
